In order to standardize the access standards, supervision system and division of responsibilities of industrial robotics enterprises, the Ministry of Industry and Information Technology will formally implement the Implementation Measures for Standardized Management of Industrial Robot Industry on August 15.
In the Measures for Implementation, it is stipulated that the industrial robotic enterprises meeting the Standard Conditions of Industrial Robot Industry apply for public announcement management according to the principle of voluntariness. The division of responsibilities of relevant units is clearly defined, and the procedures of application and examination, supervision and inspection, alteration, rectification and cancellation of public announcement are standardized.

These Measures are applicable to industrial robot ontology manufacturing enterprises and industrial robot integrated application enterprises within the territory of the People’s Republic of China. The applicant enterprise compiles and submits the Application Report of Industrial Robot Industry Standards Announcement and provides relevant certification materials as required. The application is submitted to the Ministry of Industry and Information Technology through the provincial industrial and information authorities or the central enterprise group affiliated to the applicant enterprise. The applicant enterprise shall be responsible for the authenticity and integrity of its materials.
Supervisory inspection adopts the method of combining self-examination and self-evaluation of enterprises with on-site inspection. It mainly checks the situation that the standard items and annual indicators of enterprises meet the Standard Conditions.
Standardized enterprises shall submit the self-assessment report of the previous year before April 30 each year, which shall be submitted to the Ministry of Industry and Information Technology before May 31 after being examined by provincial industry and information technology authorities or central enterprise groups. The self-examination and self-assessment report of the enterprises affiliated to the Central Enterprise Group shall be copied to the provincial industrial and information authorities at the same time.
Provincial authorities in charge of industry and information technology and central enterprise groups shall timely conduct on-site inspections of standardized enterprises in their respective regions. In principle, on-site inspection of each standardized enterprise should not be less than once every two years.
The Ministry of Industry and Information Technology entrusts third-party organizations to organize experts to examine the self-assessment reports of standardized enterprises, and to organize spot checks of standardized enterprises to maintain compliance with the “Standard Conditions” from time to time in accordance with the actual situation and management needs.
Social organizations, the public and the media are encouraged to supervise the occurrence of non-compliance with the Standard Conditions.

If the application is not reapplied within the time limit, it shall be deemed to automatically abandon the original standard enterprise announcement.

Provincial industrial and information authorities or central enterprise groups should urge enterprises to make corrections within the prescribed time limit. Standard enterprises that are required to carry out the rectification shall report the relevant information to the Ministry of Industry and Information Technology in time after the completion of the rectification by the relevant provincial industrial and information authorities or the central enterprise group.
If an enterprise fails to complete the rectification or fails to pass the rectification within three months, it will revoke its standard enterprise announcement in accordance with relevant procedures.

The Ministry of Industry and Information Technology will inform the relevant enterprises in writing about the proposed withdrawal of the announcement of the standardized enterprises and listen to the statements and arguments of the enterprises. Within 30 days from the date of receipt of the written notification letter, the relevant enterprise may submit a statement or a defense in writing. If it fails to raise it within the time limit, it shall be deemed to have automatically waived its statement and defense.
If the announcement of a revoked standard enterprise is revoked, it shall not apply for the announcement of the Standard Conditions again within two years from the date of revocation.
