(7) A letter of commitment on the authenticity of information concerning the application for local subsidies (Annex 8).

Article 1 These Measures are formulated to implement the overall plan of the State for accelerating the development of new energy vehicles and further promote the popularization and application of new energy vehicles in our city.

Article 19 The Provisional Measures for the Administration of Local Subsidies for the Promotion and Application of New Energy Vehicles in Tianjin (Jincai Jian1 [2016] 117) shall be abolished at the same time.

Article 7 The local subsidy standards for new energy passenger cars and special vehicles shall be implemented in accordance with 50% of the national subsidy standards in the Notice on Adjusting the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Finance and Construction [2016] 958) issued by the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and the Development and Reform Commission. It is implemented in accordance with 25% of the above-mentioned national subsidy standards (Annex 1).

The Municipal Finance Bureau and the District Finance Bureau are respectively responsible for the management and allocation of new energy automobile subsidy funds.

Article 10 New energy vehicles declaring local subsidies shall not be transferred across provinces (municipalities and autonomous regions) within three years from the date of their initial registration in this Municipality. Individual users may not transfer their car purchases to non-individual users within 2 years from the date of initial registration. During the lifetime of the non-individual user, the vehicle purchased shall not be transferred to the owner within two years.

Article 9 The annual allowance for the purchase of cars by individual users shall not exceed two. In principle, if the subsidies for purchasing cars by non-individual users are not more than 10 vehicles per year and more than 10 vehicles per year, a large-scale vehicle purchase record shall be made to the Municipal Industrial and Information Technology Commission before purchasing a car to explain the purpose of the vehicle. Local subsidies shall not be granted to those who fail to fulfill the procedures for the registration of large-scale car purchases as prescribed.

Article 11 The new energy automobile production enterprise is the main body responsible for the declaration of local financial subsidies.

Article 5 The management and allocation of local subsidies for new energy vehicles shall abide by the principle of “openness, fairness and fairness” and be subject to supervision by all sectors of society.

The above materials need to be affixed with the official seal of the applicant, in triplicate.

Article 19 The Provisional Measures for the Administration of Local Subsidies for the Promotion and Application of New Energy Vehicles in Tianjin (Jincai Jian1 [2016] 117) shall be abolished at the same time.

For each new energy vehicle, the total state and local subsidies shall not exceed 50% of the vehicle guidance price. For the excess part calculated according to the above subsidy standard, the amount of local subsidy shall be reduced accordingly. When approving the amount of local subsidies for new energy vehicles promoted by provincial and municipal vehicle manufacturers in Tianjin, the local financial subsidies at all levels stipulated in the current policy of the location of the enterprises shall be deducted accordingly.

Article 17 If a new energy automobile manufacturer and its products are found to be in violation of the law and regulations after inspection by the relevant state departments, and a decision on punishment is made, they shall be punished synchronously for the vehicles involved in Tianjin.

The Municipal Industry and Information Technology Commission is responsible for the promotion and application of new energy automobile production enterprises and product management in Tianjin, accepting applications for local subsidies for new energy automobiles, and is responsible for the examination and approval of local subsidies with the district industry and information technology authorities. Among them, the Municipal Industrial and Information Technology Commission is responsible for the examination and verification of individual vehicles, and the industrial and information authorities of the district where the car-buying unit is registered are responsible for the examination and verification of non-leasing vehicles. The leasing vehicles are jointly audited by the Municipal Industrial and Information Technology Commission and the industrial and information authorities of the district where the car-buying unit is registered.

Article 13 After the examination and approval of the materials reported by the applicant units, the Municipal Industrial and Information Technology Commission and the competent industrial and information departments of the district shall, in accordance with the division of duties for examination and verification, publicize the results of the examination and the amount of the proposed subsidies in the portal website for five working days, and notify the municipal and district financial bureaus of the grant opinions without objection. The District Finance Bureau allocates local subsidy funds accordingly.

Article 16 The Municipal Industry and Information Technology Commission and the Municipal Finance Bureau will entrust third-party organizations to conduct regular follow-up inspections on the operation of new energy vehicles receiving local subsidies. If the vehicle information is found to be inconsistent with the declaration materials, the consistency of vehicle products is inconsistent with the Announcement of Road Motor Vehicle Manufacturing Enterprises and Products, providing false technical parameters and sales information, defrauding local subsidies and other illegal and illegal acts, major safety accidents such as explosion, fire and leakage occur and are not handled in time, and the product quality is improved. There are major potential safety hazards, such as long-term idleness of vehicles after obtaining local financial subsidy funds. Once verified, the corresponding financial subsidy funds will be recovered or deducted, and local subsidy will be suspended according to the seriousness of the circumstances, the qualifications of trademark vehicles for promotion and application in Tianjin will be cancelled, and the qualifications of production enterprises and products for promotion in Tianjin will be cancelled.

Article 15 The production enterprises shall, together with the applicant units, ensure that the declaration materials are accurate, complete and standardized. Vehicles whose declaration materials exceed the prescribed time limit will be delayed to cash the subsidy funds. Applicants with inaccurate, incomplete and irregular declaration materials twice in a row or three times in a year will be suspended for three cycles.

For new energy automobile production enterprises not registered in this Municipality, they shall authorize the only automobile sales enterprise registered in this Municipality with independent legal personality to apply for local subsidies in accordance with the types of passenger cars, special vehicles and passenger cars belonging to the same product trademark vehicles, and act as a production enterprise. Representatives, assume relevant responsibilities and obligations (Annex 2). During the period of authorization, if the authorized sales enterprise changes, the application for change shall be submitted jointly by the manufacturing enterprise, the original authorized enterprise and the newly authorized enterprise, and the written explanatory materials shall be submitted (Annex 3).

Article 14 In accordance with the relevant provisions of the Notice on Further Strengthening the Safety Service Guarantee of New Energy Vehicles in Tianjin, production enterprises and products that do not have the conditions to declare local financial subsidies shall no longer enjoy local subsidies from the date of recognition.

Article 8 The purchase of new energy vehicles by individual users shall be subsidized by the municipal finance, while the purchase of new energy vehicles by non-leasing units shall be subsidized by the finance of the district where the car-buying units are registered. For leasing units to purchase new energy vehicles, the finance of the municipality and the district where the car-buying units are registered shall be subsidized by 50% of each.

Article 18 These Measures shall come into force on the date of promulgation and shall be valid until December 31, 2017.

Article 3 The term “local subsidy for new energy vehicles” as mentioned in these Measures refers to the financial budget arrangement at the urban level, which is used to subsidize consumers in our city to purchase new energy vehicles.

Article 4 The Municipal Finance Bureau, the Municipal Industrial and Information Technology Commission, the district financial bureaus and the competent departments of industry and information technology shall, in accordance with the relevant provisions of the State and our city, do a good job in the management of local subsidies for new energy vehicles.

New energy automobile manufacturers registered in this city can directly apply for local subsidies.

Article 2 The term “new energy vehicles” as mentioned in these Measures refers to those included in the Catalogue of Recommended Vehicle Types for the Promotion and Application of New Energy Vehicles issued and implemented by the State from 2017, which conforms to the provisions of the Notice on Further Strengthening the Safety Service Guarantee for the Promotion and Application of New Energy Vehicles in Tianjin (Tianjin New Energy Promotion No. 2, 2017), and is sold and merged in this city. Initially registered pure electric and plug-in hybrid (including additions) passenger cars, dedicated cars, buses, and fuel cell vehicles. New energy buses purchased with financial funds do not fall within the scope of subsidies under these Measures.

When new energy automobile production enterprises and sales enterprises sell new energy automobile products, they settle accounts with consumers according to the price after deducting state and local subsidies.

In order to implement the 13th Five-Year Plan for the Promotion and Application of New Energy Vehicles in our city, according to the “Notice on the Adjustment of Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles” (Finance and Construction [2016] 958) issued by the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Development and Reform Commission, and in light of the actual situation of our city, we have formulated the “Municipal Finance” The announcement issued by the Municipal Science and Technology Commission of the Political Bureau on the Interim Measures for the management of local subsidies for the promotion and application of new energy vehicles in Tianjin (No. 40 of Tianjin Finance Construction 1 (2016) has been adjusted. The adjusted “Measures for the Management of Local Subsidies for the Promotion and Application of New Energy Vehicles in Tianjin (2017)” has been reissued. Please comply with the implementation.

Article 6 The object of local subsidies for new energy vehicles is consumers. New energy vehicles applying for subsidy should complete vehicle sales, invoice issuance and licensing between January 1, 2017 and December 31, 2017, and access to the city-level monitoring platform, which can realize real-time exchange of vehicle monitoring data. Among them, new energy vehicles purchased by non-individual users should apply for subsidies, and the cumulative driving mileage should reach 30,000 kilometers (excluding special vehicles for operation). For new energy vehicles whose driving mileage is not up to the standard in that year, they shall apply for subsidies after meeting the standard. The subsidies standards and technical requirements shall be implemented in accordance with the year of obtaining the driving license.
